The sector contributes around 1.24% GVA to the national economy and around 7.28% to the Agricultural GVA. Being rich in animal protein, one of the most salubrious food options is fish. Objectives of PMMSY

PMMSY aims at strengthening the fisheries sector of the nation. The scheme has adopted several modern methods to enhance fish productivity via extension, species intensification, diversification and prolific utilization of land & water. The scheme also focuses on improving the quality and post-harvest management system. It wishes to promote entrepreneurship in this sector. The main targets that the PMMSY scheme aims to fulfil by 2025 are as follows:

  • The scheme targets to intensify the rate of fish production. It aims to achieve the productivity level of 22 million metric tons by the year 2024-25.
  • Enrichment of aquaculture production from three tons per hectare to five tons per hectare.
  • Augmentation in consumption of domestic fish to twelve kg per capita from the current average of five kg per capita.
  • With the progress of the scheme, the generation of 55 lakh employment opportunities is likely to occur directly or indirectly.
  • The income levels of fishermen of the country to increase twofold.
  • In 2018-19, the contribution of the fisheries department to the Agricultural Gross Value Added (GVA) was 7.28%. The scheme tends to raise this rate to about 9% by 2025.
  • The scheme also aims at doubling the export earnings from Rs. 46,589 crores in 2018-19 to Rs.1 lakh crores by 2024-25.
  • The scheme focuses to minimize post-harvest losses to about 10% by 2025.

PMMSY is an umbrella scheme. It consists of two components – the Central Sector and Centrally Sponsored Scheme. These two components are further categorized as non-beneficiary and direct beneficiary orientated subcomponents. Now, the two subcomponents/activities are headed under the following three general categories:

Implementation of PM Matsya Sampada Yojana

A total investment of Rs. 20050 crores have been estimated for the successful implementation of the Pradhan Mantri Matsya Sampada Yojana over the course of five years. Since the PMMSY scheme works under two components, therefore, the amount is shared by both of them. The CS component will contribute Rs. 1720 crores towards the scheme while the CSS component share is again segregated into central share, state share, and beneficiaries’ share of Rs. 7687 crores, Rs. 4880 crores, and Rs. 5763 crores respectively.

Funding Pattern of PM Matsya Sampada Yojana

PM Matsya Sampada Yojana falls under two components of the scheme. The funding of the scheme is implemented through these components. The two components are as follows.

  • Central Sector Scheme (CS)
  • Centrally Sponsored Scheme (CSS)

Central Sector Scheme (CS)

  • The total budget of the project will be paid by the central government. The beneficiaries need not to pay a single penny for the project.
  • However, in case of beneficiary oriented activities undertaken by NFDB, the central government will provide assistance up to 40% and 60% of the project cost to General category and SC/ST/Women respectively. Rest of the value will be borne by the beneficiary himself.

Centrally Sponsored Scheme (CSS)

  • Non-Beneficiary Oriented – CSS component and the State/UTs sub-components will bear the project cost. The entire project cost will be shared between the central and state government. The funding pattern is as follows:

Funding pattern for Livelihood and Nutritional Support Activity

The annual assistance of Rs. 3,000/- will be granted to the beneficiaries enrolled under the activity Livelihood & nutritional support for socio-economically backward, active traditional fishers” working to conserve the fishes during the fish lean/ban period. Each enrolled fisher has to contribute an annual amount of Rs. 1500/- of his own towards the activity. The funding pattern for such fishers is described as follows:

PM Matsya Sampada Eligibility

PMMSY has been launched to benefit the fisheries quarter of the country. Hence, all the fishermen along with the intended beneficiaries, described in the article above are eligible to apply. However, the age of the beneficiaries must be above 18 years.

Eligibility for Livelihood and Nutritional Support activity

There are some eligibility criteria for those who are under the activity “Livelihood & nutritional support for socio-economically backward, active traditional fishers” working to conserve the fishes during the fish lean/ban period is as follows:

a) full-time active fisher.
b) an active member of a functional local fishers cooperative society or Federation.
c) must fall under the category of BPL (Below Poverty Line)
d) age: 18-60 years
e) must deposit Rs. 1500/- as savings in the bank over a period of 9 months of the fishing season

States/UTs shall maintain records of all the documentary evidence that must include details like the course of the ban, enrolled beneficiaries, their category and the contribution they made. They must pass on the same information to the Department of Fisheries.

Application process to apply for PM Matsya Sampada Yojana Online

All the beneficiaries who wish to avail of the benefits of PMMSY can apply for the scheme in a very easy manner. Interested beneficiaries must visit the official website of the NFDB. A template to prepare DPR (Detailed Project Report) is available on the website. The candidates need to prepare a DPR according to their guidelines and following the format given in the template. Follow the steps given below to apply for the Pradhan Mantri Matsya Sampada Yojana.
