West Bengal Bangla Shasya Bima Yojana
West Bengal contributes majorly as the leading producer of Jute and Paddy followed by Potato. Recently, the state has also enhanced the cultivation of oilseeds and pulses. However, the state is very prone to natural disasters, such as floods, cyclones, hailstorms, etc., which consequently, affects the farmers and their crops adversely. Thus, the crop insurance scheme was launched for helping such farmers during unforeseen perils and providing them economical support at those times.
The Government of West Bengal launched the scheme, Bangla Shasya Bima Yojana to support farmers and provide them with the insurance premium amount at the difficult times of crop failure due to unavoidable circumstances. It is a full state government-funded scheme and extends the benefits of crop insurance to the affected farmers as early as possible.
Although, the state farmers have participated in other central schemes, such as PMFBY, NAIS, or MNAIS, the timely settlement of the insurance amount has always been an issue. Therefore, the Government of West Bengal launched its state-sponsored crop insurance scheme, known as Bangla Shasya Bima Yojana on 15th Feb 2019. Under this scheme, the concerned department will ensure the timely settlement and will also tend to overcome the shortcomings of the previous schemes.
The Department of Agriculture is responsible for implementing the scheme across the state. The state govt has also developed an online portal for the same to digitalize and ease the whole process and the services.

Who Can Apply for Bangla Shasya Bima Yojana?

- The applicants must be permanent residing citizens of the state.
- It is compulsary to bear a Aadhaar Card under the farmer’s name.
- The net annual income must be within the income slab set by the government.

Crops Coverage
The scheme benefits will be extended to the following list of crops. Only these notified crops will be considered eligible for coverage under the West Bengal BSB.

Coverage of Risks
Under the Bangla Shasya Bima Yojana, only the crops affected due to the following risks will be insured. Check the details of the insured risks below.
Prevented Sowing | The sowing of the crop is restricted due to drastic climatic conditions. |
Standing Crop | This covers the crop loss from the time course between sowing and harvesting, such as drought, flood, natural fire, pest attack or diseases, cyclone, etc. |
Post-Harvest Losses | Under this cover, the crops are insured within the two weeks of the harvesting against the particular circumstances of the cyclone, cyclonic rains or unseasonal rainfall. |
Localized Calamities | Crop damage because of the occurrence of hailstorms, landslides and inundation. |
Note:- The crop damage due to hazardous nuclear perils, malicious destruction or other avoidable menaces will not qualify for the insurance coverage.
Premium Rates and Premium Subsidy
Check the premium rates and premium subsidy that must be paid by the farmer himself as their share of the scheme in accordance with the crops grown and season. The rest of the share will be paid by the state government.
Online Registration for West Bengal Bangla Shasya Bima Yojana
To register on the BSB portal, follow the procedure described below.
Step I:- Firstly, go to the official website of the Bangla Shasya Bima Yojana portal. On the top right corner, click on the “Register” tab.
Step II:- The following page will open. Enter the details asked, such as name, email address, mobile number in the corresponding boxes. Also, generate a password for the portal.
Step III:- Tick the checkbox and click on the “Sign Up” button to continue.
Step IV:- An OTP will be forwarded to the mentioned mobile number. Verify the same.

Report Crop Loss
The insured farmers must report the crop loss to the concerned Insurance Company within the stipulated time period. For the Rabi Season 2023, the affected farmers need to report the crop damage to the Agriculture Insurance Company of India Ltd.

A crop insurance scheme is basically a medium to provide economic support to the farmers who have experienced a massive crop loss due to unforeseen perils, such as natural disasters, crop disease or pest attacks.
The scheme will be combinedly implemented by the efforts of Agriculture Insurance Company of India Ltd. and National Remote Sensing Centre-ISRO to use satellite technology and feed rainfall data in the system.
To claim the amount, the farmers need to visit the concerned insurance company with all the required documents and proof of crop damage. The authorities will verify the same and proceed with the transfer of the amount to the bank accounts of the insured farmer.
No, there is no levied service tax/ GST on the scheme, as it is a replacement of the central crop insurance schemes, PMFBY, NAIS and MNAIS within the state
The government will pay a 100% premium subsidy for all the crops, excluding the potato and sugarcane. However, in the case of potato and sugarcane, 4.85% of the Sum Insured or Actuarial Premium Rate will be borne by the farmer.
