The government of Kerala has launched the Kerala MEDISEP Scheme which comes under the health insurance scheme. The scheme has been launched for employees as well as pensioners who work in the government sectors.

The 10th Pay Revision Commission previously decided to launch a health insurance program for all government workers and retirees of Kerala state. Based on the decision, the Finance Minister announced the Kerala MEDISEP Scheme in the budget speech for the 2017-18 fiscal year.

The full form of MEDISEP is Medical Insurance for State Employees and Pensioners. The scheme has been launched by the Department of Finance, Government of Kerala. The scheme was already hinted at by the Finance Minister during the 2017 and 2018 budgets. However, the Chief Minister of Kerala officially launched the scheme on 1st July 2022.   • MEDISEP is the state scheme which will operate within the state only, and government employees and pensioners are eligible for the scheme.
  • The program aims to assist around 30 million beneficiaries of the state within three years.

Kerala MEDISEP Scheme Eligibility Conditions

In the following section, we are going to provide detailed eligibility conditions required to become eligible for the above-mentioned scheme. Here are the conditions:

  • Candidates who are currently providing services as an employee of the government of the state including the teaching as well as non-teaching staff of Schools and Colleges aided by the authority through prescribed premium are eligible for the scheme. In addition, to the categories mentioned previously, all university employees who get Grant-in-Aid from Local and State government institutions and personal staff of the Ministers, Leader of the Oppositions Party, Deputy Speaker, Chief Minister and others who were directly recruited will be treated as eligible for the scheme.
  • Employees who recently joined the services after getting appointed during the policy period which is usually three years can also take benefit of the scheme by remitting the premium from the month on which they joined the services and can get Two Lakh rupees yearly as Basic Sum Insured.
  • Employees and Pensioners and Teachers who come under the category of Part-Time employees are subject to the settlement of the prescribed premium. All contingent part-time family pensioners as well as Exgratia beneficiaries will have to execute an authorisation to subtract the mentioned premium of a month from their respective monthly pension.
  • Services Pension including the aided schools and college’s non-teaching and teaching staff are beneficiaries by subtraction of the mentioned medical allowance. In addition to the categories mentioned in this point, university staff who retired and received Grant-in-Aid from the local Self and State government institution will be treated as beneficiaries. Along with it, Personal Staff Pensioners/ Family Pensioners who got recruited directly will also be considered beneficiaries.

Enrollment of Beneficiaries

Below are the details of the enrollment of beneficiaries. Check it out to understand the scheme in detail:

  • Beneficiaries must attain the whole enrolment procedure mentioned by the respective government within the time limit of the enrolment period.
  • The online enrolment of such candidates will not be allowed by the officials once the expiry date of the enrolment period is over.
  • In case the beneficiary is a pensioner then the enrolment procedure prescribed by the officials must be followed as mentioned by the government from time to time.
  • State Nodal Cell is going to maintain all databases of the beneficiaries. The same will also be shared with the respective insurer to start the enrolment process with immediate effect. The respective insurer is going to undertake the process of issuing the ID cards.
  • The policy expiration date is going to co-terminum for all beneficiaries of the scheme.
  • The respective insurer has access to the option of changing the details available about the dependant beneficiaries.
  • The officials are also going to notify all employees and pensioners about the enrolment with the Permanent Employee Number or Pension Payment Order Number.
  • The enlisted Nursing Homes/ Hospitals/ Day Care Clinics along with the beneficiaries have the right to access the scheme website to check their relevant information.

Kerala MEDISEP Scheme Family Enrollment

In the following section, we are providing details regarding the family enrollment. Check out the list of families and dependants who will be covered under the scheme:

  • In the case of an insured employee:
    • Legal partner of the employees (who are not eligible to apply for the scheme).
    • All children who are adopted and minors as well as dependent upon the insured till they get a job, get married or attain the age of 25 years. Whichever is earlier will be applicable.
    • Children face physical or mental challenges and are the children of the employee without any age barrier. (Certificate needs to be produced as mentioned in the scheme.
    • Parents who are dependent on the employee.
  • In the case of insured pensioner:
    • Spouse and PWD or mentally challenged children of the pensioner without any age barrier. In the case of the spouse, they must not be eligible to apply for the scheme. In the case of the children of PWD or mentally challenged, certificates need to be produced.
  • In the case of insured family pensioner:
    • PWD or mentally challenged children of the pensioner without any age barrier. (certificate needs to be produced as mentioned in the scheme).
