Odisha Government keeps on launching various schemes for the welfare and empowerment of its citizens. In the same vein, Odisha’s Naveen Patnaik Government launched a program “Biju Yuva Sashaktikaran Yojana” intending to empower the meritorious students of the state by offering them free laptops.
The scheme was initially launched as Free Laptop Distribution Scheme but now Government has converted it into a Direct Bank Transfer (DBT) scheme which is in effect from 2020-21. Now the government offer cash transfer to the beneficiaries instead of laptops so that they can add their own funds to the amount transferred and can purchase better and high-end laptops/similar devices as per their choice for further studies. Biju Yuva Sashaktikaran Yojana
Biju Yuva Sashaktikaran Scheme was launched in the year 2013 by Chief Minister Mr Naveen Patnaik. The scheme was launched to provide free laptops to the meritorious students who have passed class 12th with flying colours. A total of 15000 students across the state are benefited every year from this scheme. A budget of Rs.45 crores has been sanctioned for this scheme.

Features of the scheme
Have a look at some of the important features of the DBT transfer scheme under Biju Yuva Sashaktikarna Yojana given as under-
- The scheme is in effect since 2013.
- As effective from 2020-21, the government will now be providing Rs.30000/- to each beneficiary through DBT transfer in lieu of laptops under the scheme.
- Upashashtri students of Shri Jagannath Sanskrit Vishwavidyalaya, Puri and vocational students pass-out from CHSE (O) are also provided same benefits under this scheme.
- A Budget of Rs.45 crores has been sanctioned for this year.
- The new DBT scheme will provide an opportunity and flexibility to students to utilize the fund as per their requirement for higher education.
- Funds are directly transferred to the registered bank accounts of the students which eliminates middlemen and brings transparency in the process.
- Every year a total of 15000 students from across the state are benefited by this scheme.
- For the smooth implementation of the scheme, government has launched an online module on SAMS portal through which eligible students can apply and get each and every detail about the scheme.

Eligibility Requirement
The scheme is only for eligible students who meet all the conditions prescribed by the department for this scheme. Check the complete eligibility details given here in this section-
- The condition is that applicants should be Odisha resident.
- Applicants should have passed intermediate from a recognised school in Odisha.
- Candidates appearing in intermediate are also eligible.
- Students must have secured 70% and above marks in class 10th.
- The age of the candidates should be between 18 to 25 years.
- Upashastri students who pass out from/studying in Sri Jagannath Sanskrit University can also apply.
Documents Required for Laptop Distribution Scheme Odisha
Candidates have to provide the following documents for applying for this scheme-
- Aadhaar Card of the student
- School certificate
- Class 12th marksheet
- Date of birth certificate/ High school marksheet
- Proof of residence
- Caste/ Category certificate issued by the competent authority
- Emails and mobile number of the students
- Bank passbook of the student
Application Process to apply for Biju Yuva Sashaktikaran Yojana
Follow the given instructions for submitting an online application-
- Open SAMS official portal first.
- Click on the “Degree (+3)” link under the Higher Education section.
- Click on the “Laptop DBT Scheme” link.
- A login page will open. If already registered then login with the valid details.
- Fill the application form by providing all the details and documents.
Change of Mobile Number in SAMS Database
Students can also make changes in details furnished in the SAMS database. Mainly they can change their number filled in the portal. To change their mobile no. they need to send a duly filled in application form along with a self-attested copy of their Aadhaar card by email to the concerned department. These changes will be updated in the database in one working day.

Selection of Meritorious Students
The selection of students is based on the marks obtained by them in class 12th. The list is prepared stream-wise, category-wise and district-wise.
The given formula is applied for the calculation of merit-
District wise allotment for a specific stream = {Total No. of pass students of the district (category)/ Total no. of pass students of state (stream/category)} X No of beneficiaries/laptops assigned for that (stream/ category)
Earlier, under this scheme, a supplementary list used to be released by the department for the students who apply for re-addition of marks or change in marks. But as the scheme has been converted to a DBT transfer scheme, money is directly transferred to the bank accounts, the department has decided to release a primary list which will include the merit of 14,919 students and the remaining 81 will be reserved for students who might go for a change in marks or re-addition of class 12th marks. If the case, no claims are received after the publication of the primary list then the remaining fund will be allocated to the students on the waiting list for the primary list.

Meri List will also be uploaded on the official portal once the scrutiny of the applications will be done and the eligibility of each selected candidate is verified. Free Laptop Distribution Merit list of meritorious students selected for this scheme is uploaded district-wise in a pdf format. Students have to open the pdf of their respective district and have to check their name in the list.
